JOB DESCRIPTION

Position:  Tribal Child Protective Services Worker

Supervised by:  Tribal Administrator and/or Tribal Council

Position Summary:  The Tribal Child Protective Services Worker shall have the overall responsibility for representing the Timbisha Shoshone Tribe pursuant to the Indian Child Welfare Act program activities.  These activities include administration of the ICWA Program according to established standards, including the planning and coordination of efforts for outreach for foster care, maintaining system compliance to ensure reimbursement, remitting all required reports in a timely manner, and assisting in contract placements.    

Responsibilities: 

1. The Service Worker shall develop a filing system, and case files for each case handled by the services department.  He/She shall keep a complete record on each case he/she is working with in order to keep an updated case file, and shall conduct a periodical review and evaluation of each case.

2. The Service Worker shall monitor the budget prepared and approved through the 93-638 Contract for services and assistance as established within the objectives, strategies, and activities associated with eligible activities and expenses.  He/She shall report annually on the required format to the BIA.

3. The Service Worker develops and executes agreements with institutions and agencies as needed to expeditiously carry out planned and approved case management.  He/She is responsible for the security and complete confidentiality of these materials.

4. The Service Worker monitors and schedules necessary Court appearances for court hearings regarding violation of law, foster placement, and probation progress reports to terminate placement, or implement reunification programs.

5. The Service Worker will actively recruit licensed foster homes and coordinate training for foster parents and community members in the service area.

6. The Service Worker will be required to travel, maintain mileage logs, and complete monthly home visits of clients on their case load.

7. The Services Worker will investigate all reported allegations of child abuse, neglect, exploitation, and initiate such investigations within 48 hours of receiving a report.  He/She will also be required to consult with other child protective services departments in conjunction with such reports and share information of   the social, economic, and personal background of the child his/her parent(s), guardian(s), or custodian(s).

8. The Services Worker will coordinate with other entities to determine if there is sufficient evidence to support removal of a child from his/her home, documenting all facts pertaining to the abuse to show clear and convincing proof that the child should be determined a ward of the Court.

9. The Services Worker is responsible for the administration of the Timbisha Tribal Indian Child Welfare Act Program including recruitment, training, development and supervision of any other program staff.

10. The Services Worker shall provide reports to the Tribal Council and/or Tribal Administrator on all matters pertaining to the Timbisha Shoshone Tribe Indian Child Welfare Act Program in a timely manner including presentation of periodic financial and operation reports, policy matters, update of ICWA/Foster Care informational pamphlet.

Qualifications:

1. A minimum of four (4) years of experience as a child welfare services worker or social welfare worker or a Bachelor’s Degree in Behavioral Sciences, Social Services, or Administration of Justice or other legal work experience for the last three (3) of those four years.

2. Must possess a valid California Driver’s License, and be insurable under Tribal Insurance Policy (if vehicle provided by Tribe), and be willing to complete certification for Cardiac Pulmonary Resuscitation (CPR) within three months of hire.

3. Position requires good verbal and written communication skills, computer literacy, knowledge of and experience in accounting and finance, with emphasis on public sector policies and practices, as well as ability to deal tactfully and persuasively with individuals and groups whose approval and cooperation is needed for the discharge of his/her duties of the job.

4. Must be willing to travel, attend training, and utilize all training to implement or establish procedures within the scope of the program requirements.

5. The Tribal Council, Tribal Administrator and/or hiring party may at its discretion waive certain educational and/or experience requirements based on an evaluation of the experience or demonstrated competence on the individual job applicant.

6. Must consent to the Timbisha Shoshone Tribe’s drug testing policies and procedures.

Indian Preference:

Native American Indian preference shall apply to this position pursuant to the Indian Self-Determination and Education Assistance Act (24 U.S.C. 450, et seq.), 25 CFR 271.44 and other relevant laws (title 25, U.S. code, Section 472 & 473).

Wage Rate:  Part-time; to be determined
